Can anyone advise me on business cell phone plans?

So i am having trouble finding a business cell phone plan that only needs to be calling out. I have no need for receiving calls, data, txt, and any other entities other than a call out plan with minutes. Is it possible to have a call out only plan? If so, any idea on the best carrier to go with? If not, would anyone know of the best plan to go with? Thanks
