Is my brother drunk or drugged?

he started vommiting in his room and thats how we found him and he couldnt even answer a question and my mom had to keep repeating things to make him listen. his eyes are all red and i dont smell any alcohol, is there any drug that would do this? or is the smell just masked by the vomit? hes sleeping and his breathing sounds normal right now
