Did I hurt my dog....?

So, when I was walking my dog, he just pulls and pulls.and is impossible to control. I am constantly pulling on the leash to keep him controlled, and then he starts to breathe funny like wheezing, then he slowed down. Does this hurt him? I'm just pulling on the leash. He was wearing one of those harness things too. I feel bad, but was I my fault?
