How do you respond when the "best answer" is incorrect?

For example the question about Congress (feds) being the Senate and the House...the "best answer" is incorrect. The Federal Legislative Branch is the Congress, which is the Senate and the House of Representatives, both chambers. The "best answer" claims the Congress and the Senate are two separate entities. Incorrect.
